After successful implementation of MTBF in Pilot Ministries (i.e. Ministry of Health and Ministry of Population Welfare), MTBF is now being rolled out to other Ministries. One of the key Roll-out Ministries for MTBF 2006-09 includes Ministry of Food, Agriculture & Livestock (MINFAL)

The following key activities have been completed so far;

  • Letter of Induction was issued to the Ministry on 23rd September 2005
     

  • Initial briefing on MTBF was given to the Secretary MINFAL on 28th September
     

  • Core Team headed by Joint Secretary (A/E) was nominated on 6th October 2005
     

  • MTBF Cell estiablished in MINFAL on 17th October 2005
     

  • MTBF Team placed in MINFAL on 18th October 2005
     

  • Sensitization workshop organized for core team members on 18th October 2005
     

  • Bugdet Analysis carried out, covering various aspects e.g. budget type, functional classification, object element, geographical spread etc

  • Since the conclusion of MTBF Training Workshops held in November 2005, MTBF Team has been visiting spending units and making follow-up calls to provide assistance on budget preparation. On the spot / desk support is being provided to the spending units.
     
  • Visits have been conducted at Current Budget Spending Units in Karachi to provide on-desk support to Budget Preparing Officials from 21st - 23rd of December 2005
     
  • In the following Table, a status summary for Current Budget is presented. This provides number of budgets received and processed  together with number of spending units visited / contacted so far:

    Moreover, Capacity Assessment is an important step in determining areas of improvement for both the spending units and the DDO’s staff. For this purpose, Capacity Assessment Proformas were also sent to all Current and Development spending units on 21st October 2005. The Budget & Accounts Office of MINFAL dispatched MTBF Budget Call Circular (BCC) and Guidelines to all spending units on 19th November 2005. The MTBF Budget Call Circular primarily gives instructions to budget preparing officials, specifies Forms for budget preparation and lays down  procedures on how and when to submit the budget estimates.

ACTIVITIES PLANNED

  • Preparatory work for Ministry Strategic review is underway.  Core team members would be involved for their guidance and vision. First version of MSR Report would be ready for discussion by January/ February 2006
     
  • For Development projects, a comprehensive plan would be developed in collaboration with concerned MINFAL officials
     
  • Coordination with SO (B&A), Other MINFAL officials and FA / DFA Organization would continue to review, consolidate, finalize and approve the MTBF estimates 2006-09
     
  • Support / Guidance to PARC Units would also be provided in the coming weeks
