As a first step in starting the MTBF Process in Government of Pakistan, Ministry of Finance will be issuing the budget ceilings to Pilot Ministries in October. A budget ceiling committee has been formed comprising of Ministry of Health (MOH), Ministry of Population Welfare (MOPW), Planning and Development (P&D), Ministry of Finance Budget Wing. Budget Call Circular (BCC) requiring information on MTBF will also be issued in October. MoPW has been sensitized on MTBF budgetary reforms. A ‘strategic thinking’ exercise has also begun in MoPW involving the Population Welfare Departments in Provinces. Through the strategic thinking exercise MoPW will be able to articulate their policy requirements, schemes/components/interventions they plan to carry out to achieve policy objectives. It will also provide cost estimates. It is expected a similar exercise will begin in September/October in Ministry of Health. Draft MTBF guidelines have been developed and they will be issued to MoH and MoPW. Work on design and operating the FMU (Financial Management Unit) is in progress. In the meanwhile a financial management application is being developed and is expected to be complete in November/December. It will be first tested at the MoH-HQ and then replicated to sites covering major DDO’s |
