The MTBF was initiated by the Ministry of Finance in 2003, with the establishment of MTBF concepts, a roll-out strategy, and procedures for the MTBF process

The MTBF is led by Budget Wing in the Finance Division in close collaboration with other wings of the Ministry of Finance, the Planning Commission, and other stakeholders
